So I recently purchased the game on steam as it was on sale, but every time I try to launch it it comes up with "Arsenal of Democracy has stopped working". Any way to fix this?

Activating legacy support for DirectPlay should fix this, if I am not mistaken. Starting the game as Administrator and not installing into the default program files folder might be conductive.

Have the same Problem here, with the Steam version, 1.07 wich dont even start up on my Win 10 laptop. A Toshiba Qosmio X70-B-112 Operating Win10
Right after the intro it crashed back to the desktop just saying as error report it isn´t running properly...

Tried compatibility mode and the "running as adminitrator" option,
Also updated it to version 1.09 and even 1.10rc7 but nothing helped it keeps crashing.
Even reinstalling or checking it up over Steam dosnt help.
Back on Win8 it was still running but on Winsh**10 its screwed.

Never heared of direct play before but i activated it and set the game exe to 16bit colour mode support now aswell but it keeps crashing right after finishing or skipping the intro.
Dont know what else to do now.

Mmh... people have reported it working on Win10, so it's not the operating system I guess.

The specification of your laptop does not mention an Intel integrated graphics device. Can you check whether it is an option (should be in the menu if you right-click on the executable, around the fourth entry) to start the game using an integrated device instead of the AMD Radeon chip?

AoD currently has trouble with such dedicated graphic chipsets for laptop machines - normally it should not crash, I think, but the Radeon chipset has been known to be... unforgiving.

... You can use the launcher ("arsenal.exe") to permanently disable the intro. Will not help with your problem, but at least with testing.

nope cant run it on the Intel HD4600 chipset, cant also set it to run it only by this one there isnt such an option if i right clic on the executable. still not working.
But i'm sure its Win 10 since i got that new OS i have alot of Problems with programs and games on this machine...
If i hadnt still warranty on this thing i would dump Win10 and switchback to Win7.... <.<

Also just noticed that the Launcher isnt working on my Steam version.
and it wont update over 1.07 and if i do it manually the launcher goes even more weired.
as mentioned above this wasent a Problen on Prior OS versions not even on Win8...

1.07 is the latest patch available through Steam. That is normal.
Weird is a very broad term hard to diagnose.

It does not sound as if you had Win8 installed on that particular machine. So rather: it worked on a different machine and not on this one.

A few other things you can try:
  • Put the AoD folder into a place that is no subfolder of %programfiles%.
  • Start the game in windowed mode (just to check whether that makes a difference).
  • Setup a Virtual Machine and install Win7 on that; the abstracted hardware ought to work for AoD.
  • Find an alternative way to start AoD on the Integrated Graphics Device. I am not familiar with AMD drivers, but there might be some kind of configuration tool, which allows you to set device per executable (nVidia drivers have such a thing, at least).
... I will probably update my own machines to Win10 somewhen next month, so then I will at least have a system to compare on.

I have several Problems here. the OS itself seems not be able to handle two devices here properly... either it runns all on the rather slow Intel HD chipset. or Crshes the program or after setting it manually in the AMD driver to be handled by it it finally works... somewhat. and sadly no, still found an optin so far for a reverse setting of programs runned only by the Intel chipset.
Putting AoD in a seperate directionary straight in my programmfiles also didnt works.
The Launcher didnt saves adjustments on it and didnt work.
Virtual machine here right now isnt an option, on a constructionjob here away from home so now Win 7 copies avaiable.

Andyes also did a Fresh instal via steam. might Try my retail version of AoD when back at home. maybe it works better. oterwise... dunno what to do.

That part might require a different kind of tech support - tech support for machine and system. Neither should give you this kind of trouble if operating normally.

Not into that folder. Into a folder that does not have this folder in its ancestry. Everything below it inherits its limitations.

Chrr. How did the latter manifest? I cannot see it. What are the symptoms you observe?
The former sounds like the kind of problem that ought to be solved by moving out of %programfiles%.

Can't get it to work... i give up and deleting it. Trying it with my retail version and if it still not works is screw the OS as soon as possible.

Former laptop also had double chipset setting from AMD but hasnt any problems with AoD.. :(

I have this problem aswell. I have windows 8.1 on a deskotp PC. And the game worked fine one week ago when i played it. But today, after checking the files with steam and reinstalling it, it still doesnt work. I didnt change anything about the game since last time i played it. I have direct play enabled, have it installed on my second harddrive in another steam gamelibrary folder outside the program files folder, and i have tried running it in 16-bit colour mode, compatibility mode and as administrator. when i tried to run it in window mode it said
"Fatal error: Could not initialize Video!
If you are running in windowed mode, please make sure you are running in 16 bit color"

in the game folder there is a file named "error.txt". it seems to have useful information and i uploaded it.

Apparently darkest hour does not work aswell anymore, probably for the same reasen, with the following in the file "savedebug.txt" if you run it in 16-bit colour mode:
"
DirectDraw object created
About to Initialize video!

Setting Mode.
Mode Set.
Video Initialized!

Set windorect!

Windorect set!

Backbuffer cleared

Fonts Initialized!
"

Everything seems to be fine according to the file. I don't understand why this is happening.

Mmh. As far as I am aware it is not currently possible to run AoD in windowed mode on a Win8+ system.

As for fullscreen mode, originally it was necessary to try one of the prodedures detailed in this thread in order to have it run with a decent framerate - but it would start regardless.

Then several people noted that they have it running without following any of these.

... And now several people note that it's not working at all. I am almost enticed to say it's Microsoft's fault.

----

I had planned to have procured a Win10 machine by the weekend, to produce and document my own workaround, but something came up that will delay that by a week. For now I can only reiterate the steps that should be taken, because they used to work:
  • install in a not-subfolder of %programfiles% (you did that)
  • on a fresh installation from Steam, update manually to 1.08 (can be found in Tech Support forum; might have to sync your Steam account to access it)
  • activate legacy support for DirectPlay (you did that)
  • on a Laptop or Tablet PC run the game on the integrated graphics adapter, not on an additional nVidia or AMD dedicated graphics chip that might be available - unlike true graphics cards, these are not backwards compatible enough to run AoD
  • try out the procedures from the thread linked above one by one until you find one that works agreeable
If that does not help, I fear nothing can be done right now. You could always set up a virtual machine with an earlier Windows version, but I admit that this might be a disproportionate effort.

... This is, after all, why I want to replace these libraries. Hardware support itself is ending for them. OS support has ended already.

The Update on 1.08 actually worked for some reason. I can play the game and even use my old saves, even though i don't really know what you mean with "sync your steam account". This is amazing! Thank you a lot.
