I downloaded the game, installed and launched. That was when the problem first started. in the loading screen the game would just exit, and windows would tell me that rome had stopped working... (windows 7 btw). so after a few tries i re-installed game, and it seemed game was fixed. then the problem started that the game would just crash during play with no obviuous trigger or event, its been random in all the games, some times 15 mins after start other 2 hrs. so i went to properties in steam and verified game cache, found there was files missing, they were installed, problem seemed fixed. then it crashed after about 2-3 hrs play and i discovered there were even more files missing. it seems the longer i manage to play the game the more files end up missing. i deleted contents or map/cache folder to no effect. ive also discovered that when i verify and start game with all files, if i exit with out even starting/loading a game there will be at least 5 files missing allready. i am at a loss as to what the problem could be. never experienced anything like this before. also have written steam, no response yet.

I'm really not sure what to suggest here, it seems clearly to be a Steam problem. Do you have another machine to try?

Also, if Steam give you an option to re-install outside of the system path, try that.

no other machine to try on unfortunately. steam doesnt give the option to download outside path. this is what the error report says. dont know if that helps.

Well that all looks fine, I don't think there's a problem with the game itself. You could try running the game as administrator, and disabling desktop decomposition- right-click on the desktop item to access those options.
