Not technically a bug, but maybe bad implementation design.
When releasing a new puppet nation, it's given a load of resources from the puppet master. This is fine if they have a land connection as those resources are immediately shipped back, but this is quite troublesome if the puppet is overseas (which it always will be for Japan for instance).
Especially as the auto convoy system is not well design to ship back resources directly from a puppet (it just ships 7 of each resource back daily), so you need to really micromanage to ship it all back quickly - and make sure no other islands lack supply as you have to turn off auto supply routes to ensure this keeps running.
But it can also be detrimental even with a land connection as the puppet is also given a big surplus in supplies that it's very unlikely to ever consume. Would be ideal to give them a 1k cap on supplies (as it does for all other resources), or just remove these big surpluses the puppets get - just giving them 1k of each resource on release would be ideal.
