I created a new government and now i want to change the scarf/ribbons color that tells what government that char is but i cant open the vanila images.
How to open and edit them?
The first government i am working on right now is Regency. In feudal and its alternatives (exept imperial) if the ruler is underage all top tier titles are given to the regent but the regent gets heavy restrictions on changing the laws and succesion is locked to feudal elective. If regent taking all of his top tier titles would cause him to become unlanded, the original ruler gets a landless title, and he gets claims on the titles he lost. The previous ruler will then get a lot of events where he can gain support from other people to regain his titles. It will also be possible for regent to usurp power if ruler is on a long campaing somewhere far away (like crusading)
If the realm will be in regency for a long time, other nearby realms will get the chance to dispute the throne.
this is what the government looks like so far

The second government will be something like Tribal confederacy or tribal republic, where top tier title would be locked to "feudal" elective and vassals will be locked into different version of feudal elective
On the succesion about top tier title, all vassals will be able to vote and get increased voting power based on their prestige/stats/traits and will be able to vote anyone of themselves unto the throne. AI will prefer to vote for someone who either has high stewardship or high martial + traits like just etc...
succesion in vassal tribal confederacies government all members of court would be availible for election and you will have to ensure that you either do not have many nondynasts in your court. If the player looses election he will be granted a claim and a landless title and be eligible for election in his previous holdings. The player might then seek support from nearby rulers to make him install into his previous position.
In this government vassals will get bonuses depending on the stats and traits of the top tier ruler. Making being a vassall a viable option. Sometimes the king increases income from counties, sometimes he increases reinforcements etc...
