Creating titles in 1066 scenario?

How do i create a title like let say Roman Empire in the 1066 scenario? I dont want to link that title to any ruler. I want it to be like King of Rus or Sultan of Persia titles in that scenario, not claimed by anyone but possible to claim if you conquer 66% of its territories. I tried to find "King of Rus" in the 1066 scenario files but could not find it, is it hard coded in the game?

Claimable titles are not scenario-specific, they are set in province.csv and apply to all scenarios.

Thanx, so if i want to use a title that exist in the later scenarios, but not in 1066, i just have to "link" every province that makes the title in the province.csv?

Correct, there is space for claimable duchies and kingdoms in province.csv.
