Have you tried reinstalling the game? The issue might come from corrupt installation files

You seem to have an issue with your installation files. I have notified the developers about that.
Right now the developers are on summer break, so I can't give you an exact ETA.
You could try creating a new windows user account and see if the game works there, this has worked for some people. Please be assured your issue is very rare and you are one of the first cases where it is reliably reproducible, so we need some time to take the required measures to fix the issue.
