The one France can trigger causes a bunch of revolts in the rhineland, releases the NGF if they're your satellite and stops you from ever becoming Germany. The one Austria can trigger dissolves all alliances and sets all satellites free as well as costing you 100 prestige. I'm not sure if that means releases all land that can be made into satellites, or if it just makes any satellites you already have independant.
