CTD getting frustrated

It is a much better bet to post problems here since SF actually asks me the tech support questions they have trouble with. :)

It sounds like you are running up agaist the US election bug. I think there is a work around for this listed in the bug forum sticky thread labeled "do it your self bug fixes" should be near the end of that thread.
 
In your specs you say you are playing 1.02 NA then later 1.03 SP patch. So are you really on 1.03 NA patch?
Did you start the game under 1.02? and continue it under 1.03?
 
And you get this CTD even with a new game that was started under 1.03?
 
If it is consistent and repeatable it should go in the bug forum. Please post a thread over there alerting them to the situation.
 
CTD = Crash to desk top.
