CTD on Bitter Peace

I keep getting the CTD when Bitter Peace happens, whether I'm playing Germany or some other country. I had CTD's using vanilla 1.1, vanilla 1.2 and HSR1.x.

If I try to trigger the event manually, the same thing happens... CTD :wacko:
