Hallo, all!

This is the first CTD CK2 I've had ever.

Native Resolution for the monitor is 1680x1050@60Hz.

Started the game, then just as the map came on screen from the loading screens, the game crashes. After which, the computer view won't fit on the monitor. I can move the mouse cursor to the edges to see the rest of the view.

Display properties show that resolution is still at 1680x1050@60Hz.
When I change resolutions, anything above 1024x768 won't fit on the monitor.
Rebooted, no change.
Device manager shows no apparent errors or faults.
Have not reinstalled video drivers.

Prior similar experiences?

No, haven't heard of that one before. But try a full clean reinstall.

If this is Steam: uninstall the game from Steam and move any valued save games elsewhere. Manually delete the CK2 directories from under the Steam AND MyDocuments folders, now reinstall the game via Steam.

If GamersGate: Move valued save games elsewhere, and uninstall the game. Manually delete the CK2 directories from where GG put them and from MyDocuments. Reinstall the game , download 1.04c patch again and apply it.
 
Oh, the game isn't even on now, and my resolution is stuck still. I don't think a reinstall of the game will reset Window's resolution. It's like Windows thinks the highest resolution my monitor can display is only 1024x768, so anything higher is off monitor.
 
Most likely a video driver or card problem. Have you turned the machine and the monitor completely off and back on?

If so and that didn't help, you could try uninstalling your video driver and so using the MS default windows one, then reinstalling that driver.
 
Turned machine of a couple times.. no joy. Reinstalled video driver from scratch.. no joy. Unplugged DVI cable, plugged in VGA cable, it works. Must be a fried DVI cable/port somewhere. :(

Also, the motherboard drivers needed reinstalled, don't know how they got famboozled.

This might be a stupid question but have you tried to let the monitor resettle itself. All digital monitors usually have a button that causes the monitor to fit the screen to the frame. The button usually reads something like "auto" or "set". Your monitor might have for some reason forgot the earlier settings and is now in the factory settings.

Trying another monitor might be a good idea so we know its not the monitor causing it.
 
I'll try it right now.

Tried it, it did not work. However, I did notice that the monitor menu said it was in 1024x768 mode while input is digital at least... which got me thinking that it is the monitor being confused into thinking native res (at digital) is only that. So I unplugged the monitor's power for 10 seconds and plugged it back in, now it is not confused any more.
