I notified Stardock about this yesterday and was redirected here.

As I told them:
I bought the expansion for Europa Universalis: Rome earlier this morning, and so far have been unable to get the game to run properly. I own the retail version of the original game and had no problems running it or with Impulse detecting it. I suspect the error I keep getting is a runtime error, and every fix on the Paradox site has yet to work. My drivers are current, I've uninstalled and reinstalled the game 4 times now, and continue to receive the same error which crashes to the desktop. I've included with the exception log a screenshot of the unhelpful dialog box that windows gives me, a screenshot of the loading screen where it crashes, and a current DxDiag test.

Also, when I run the game, the launcher still gives the information from the original unpatched 1.0 version of the game. Unless I click on "Check for Updates" then it changes to say that I have version 2.1 and no additional updates are available. Impulse also tells me that the game was not installed correctly when I click on "Verify Installation" it then proceeds to download the 4 Mb patch, install it, then requests a reboot, after which the errors persist.

Well, I'm sorry to tell you that this is almost certainly an Impulse/download problem, not a VV problem. We're just not seeing this aside from yourself, and the fact that Impulse client says the download was not complete pretty much confirms it. After you apply the patch does Impulse still say the game was not installed correctly?

What is the 4mb patch you refer to? Do you mean the 2.1 patch or an Impulse thing? Maybe you should download 2.1 from Paradox/Gamers Gate at http://www.gamersgate.com/eurome/vv_21.exe .
 
Ok, I've been suspecting as much and thank you for confirming that. I'll have to let Stardock know then, because as I have said, I've reinstalled 6 times now (2 more since my last message).

Impulse on default says that the game was installed successfully, but they have under a right click menu, an install verification. I'm not sure exactly what Impulse does to check the integrity of the install, but if I click it, then it says that the game was not installed correctly. It then automatically downloads the 2.1 patch and applies it. This of course does nothing to alleviate the problem. As I said, I'll notify Stardock and see if I can get a direct download link that isn't through Impulse so I can verify that the installation completes correctly.

Yes, it was telling me that the game wasn't installed.

I also just tried from a fresh 1.0 install of the original game, going so far as to manually removing any keys associated with Rome in the registry and still haven't had any change in issues. Something in the installer is not completing correctly or is not associating properly. I think it is either this, or I am simply unlucky enough to have a singular, unrepeatable problem.

OK, that means that whatever keys the Impulse version put in the registry are different from the ones that Paradox use. I know we had an issue like that with Steam's version of EU3, editing the registry appropriately was the workaround there.

If I were you I'd demand that Impulse actually acknowledge your problem and provide a fix, or refund your money. You can then buy the game on Gamers Gate and it will actually work.
