CTD with annexation of Spain

I am playing IC game as Germany. Republic Spain won the civil war and joined the Allies. I have conquered all but one island before my last save. My problem is that every time I conquer the island and try to annex Spain the game CTD.

While I do have Full IC take over I don't thing that is the cause of the CTD.

How can I fix it or modify my saved game to get around the CTD?
