So in ck2 there were two kinds of culture: Yours and everyone else.

This led (As is common in PDX games it seems) to the AI exterminating anyone of the wrong culture and also for the player multicultural courts didnt exactyl pan out in a positive way.

So my hopes are that there will be proper incentive to keep other cultures around (At least within your culture group) and for local administrators to accept melting pots or things like egyptian culture.

In CK2, putting people of the proper culture and religion in charge of a county removes unrest. So elevating your barons with the proper culture to ruling the province is encouraged if you don't want to march an army to your far flung territory.

1. The vassals with the wrong culture are far more of a nusaince than locals and with a little bit of time those locals are converted. Plus at a certain size vassals can take on some of them themselves.
2. Baronies will not be in CK3 from what has been revealed so that hardly matters

I agree that wrong culture penalties are far less of a consequence than having a wrong culture vassal, which is a big issue. I get that foreign rulers did often encounter more problems with nobility than the peasantry, such as in England for example, but then maybe there should be something forcing you to deal with wrong culture vassals because in CK2 you can just clear out the old nobility, throw your people in, and face pretty much no issues, leading to weird things like German culture taking hold in Sicily or whatever

Except they will be? (albiet still unplayable - and why would they be? You'd have practically nothing to do...)

They will.

Appears that I did not recall the article correctly. That having been said they did say that their importance would be at a minimum and that the main purpose was "The idea with barons—the feudal barons — is basically to be a refrigerator for interesting characters."

yeah I think the idea is they will maybe be a bit less visible, but be there in order for you to interact with them when convenient/interesting, rather than them getting in the way of gameplay

Now that's the true map gore mitigation. Awkward borders? Pls, that's life. Shotgun blasting barons and bishops to random owners? Evil, pure evil.
I agree that we probably won't see bishoprics and possibly even cities inherited by other rulers but what if a feudal barony is inherited by a foreign ruler though?
