This one's pretty self-explanationary but after you reach certain point of amount of brigades avaible, you cannot build all of them manually. Only one of the four ones avaible for E.G. infantry can be built manually. If I load up '36 or '38 scenario I can build E.G. assault engineers manually without any problems, but in '44 I cannot as they are not seen in the list.
