Custom character not able to join existing house?

I've had an issue with this too. I can join a House with a custom character as long as the House has a living member. If the House is extinct, I can't join it. For example, I wanted to revive the Reynes during The War of The Five Kings. However, I couldn't interact with any of the members of the House. On the other hand, I was able to join the Lannisters no problem with the same character.

There is an event at the start to pick extinct houses, take it and then the reyne option
