Still not entirely sure where I stand on the setting, but I lean towards disabling it as it seems the AI does more harm with it than you good, and only allowing it for yourself doesn't feel right. A trade-off might be to let you reverse previous AI decisions.

Here's what I experienced to make me think as much:
The King of Pritahara (867) starts with his capitol in his created de-jure capitol duchy of his kingdom. He also starts with the de-jure capitol of the uncreated duchy of Mathura, which isn't the de-jure capitol of the kingdom (Delhi) it belongs to. He then creates the Kingdom of Delhi, to which the aforementioned Mathura belongs, decides (for some reason) to make it his primary title and moves his capitol to Mathura. Then, perpetually short of prestige, he decides to expand the Duchy of Mathura at the expense of the Duchy of Kanyakubia, his prior primary duchy of his primary kingdom, which he already owns.
So, he foregoes the opportunity to expand his small duchy with new lands by expanding it at the expanse of a title he already holds (both as county and duchy), whilst without any prestige to speak of.

This becomes all the more egregious because of how the "Too many hold duchies" penalty, and MaA stationing work.
