Custom Empires won't spawn in game even if I set them to (Xbox)

So I’ve had this problem for a while now. In summery the game won’t spawn in the custom empires I make, even if I set them to must spawn in game. The first time was when the game got its second expansion update. I reported it to tech support and they did fix it then. But then I had to clear my data catch for another problem and it came back. Since then I reported it no less than six times, with little actually being done about it. The last time I did it the person told me to try my luck here to get help.

Two countries will not spawn with the same starting system, even if they're set to forced spawn. This is likely the cause of this. If you want to force spawn multiple countries, make sure their starting systems are set to "random".

I'll give it a shot. But that's never been a problem before, also besides Earth and Unity it's each solar system random?
