It looks like a capacity/allocation bug, but maybe not.
If I make a custom zone allowing min/med/max security for a dormitory with 6 capacity; each security level is assigned 2 capacity.
So, even if the room in a custom zone has space for prisoners, it won't allow it to be filled to capacity if they are all e.g. medium security.
I imagine this is the approach of making the game able to count capacity for specific security groups; however it should probably be more flexible on that.
