"Customizer" Steam achievement triggers when custom nation is saved the first time

Actual Result​

The achievement doesn't trigger, neither upon custom nation saved, nor used, nor anything else

Steps to reproduce​

1. Start a new custom game
2. Go to nation builder
3. Fill all the fields at random
4. Save

Same here. Just got a couple of other Achievements while playing as a custom nation, but as can be seen no matter how many nations I make the Customizer never pops.
