I`ve made many tests and it seems to me there is the bug. At least i read in HoI2 Wikipedia, that CVL in 1.2 had the bug to close the distance at second hour. I got strong impression that in 1.3 it was fixed as totally hardcore disabling of sea detection functions of CVL.
Now i had experience with sold in MP game CV with CAG - Bearn CV from France to UK. This CV is like no CAG and firing distance is 5.0km.
So fleet with other carriers and Bearn CV close the distance to 4.5km at second hour of the naval battle (same like CVL did in 1.2) - to 90% of shortest distance of highest class of capital ships.
I tested many times, once the same fleet is without Bearn CV, it immedially raise the distance to 130+ km.
So for example, you start the carriers naval battle, and your fleet has Carrier with CAG, bought from other country:
1st hour - distance over 100 km
2nd hour - distance 4.5km (or sometimes it is even 1.0km)
Once Bearn CV is killed early, the distance immedialy raised over 100+ km.
I don`t think the function of carrier was intended that way.
