Dagestan is not in Dagestan

I'm not exactly sure where this thread belongs...

The Dagestan province is not in the Dagestan area, but in the neighbouring Shirvan area. I'm aware that areas exist mostly for gameplay purposes, but this seems egregious enough that I hope it can be fixed. I know almost nothing about the region and only stumbled upon this by chance; does anyone have any ideas for how the boundaries could be altered?
