Dakota flavor event 5, flavor_sio.5, "Feast of the Dead" can trigger for any country all other Dakota events require Dakota primary culture. The event description is geared to a native tribal government and probably shouldn't trigger for colonizers.

Steps to reproduce​

Own Sisithunwan or at least 3 great lakes provinces, game is after 1659.
