DD 1.3 Multiplayer on LAN - Changing national Politics

Hello, we have recently tried HOI2 DD (1.3 patch all systems) in multiplayer mode over a LAN. First problem is that only the Host seems to be able to change his nations politics, such as leaning the Standing Army over a notch. The non-host player(s) can click the (-) or (+) but nothing happens. Is this per design, is it a bug, is there a workaround? Any input would be great, Thanks!

dont worry it works you just dont see it untill u reload the screen - ie click on another tab and get back to the nations poitcs screen - u should see that it has moved and u cant make a move till next year.
