Why is this game being tied with HOI 4? Doesn't each game have their own teams working on them with their own timeline?

Yep, but you could easily imagine that they strike a secret backroom deal to let each game have a DDDay, so they don't step on each others' toes and so any potential media hype isn't drowned out by the hype resulting from another teams' dev. diary.
I have no idea whether that's true, but it would seem like a sane business decision, and besides, the weekday of DD publishing can hardly have much of an impact.

HoI 4 had DD's since several month before alpha approved...

Yeah, that's a rationale thought. Even like could be nearly finished and they just siting on it and DD's until 3 months after another game is published

Well all I know is that the first dd better be a clarification on just who or what is playable (species, phenotypes, orders, whatever: What do we get to actually choose from at the start of the game? ) That is first and foremost.

Indeed, and that's generally been the case. Tuesdays for CK2, Thursdays for EUIV, Fridays for HOI4 (Mondays for Runemaster back in the day).
