De Jure Drift between title you own

I have a duchy (#/) which I'd like to desire to shed a county to another Duchy (#2) I own so I can take a better county in for Duchy #1.

What condition needs to be met for it to be offered in the decision menu?

Currently a vassal is holding the county I want to shed from duchy #1... do I need to revoke the title off him so that I hold the county directly?

Yes, you can only move counties you directly control.

Ok I got it... then I need to wit a certain amount of time before the decision unlocks right?

Do I need to have one duchy set as the primary one over the other or it doesn't matter?

Another question, I have another vassal that has a 2 county duchy. I own a 1 county duchy next to him, if I transfer him the county will the AI eventually add it to his duchy via drift or just create the one county duchy?
