Ugh. I was playing Austria [vipr] and after the 1848 rebellions the Federalists came into power. But I couldnt let them stay, because they would bankrupt my country, so I forced the bach into power. Everyone went crazy. Then an election was held, and the Federalists were gonna win, so I thought reducing voting rights from wealthy to landed would change the outcome; it did not, and everyone went crazier- and I got poorer. So I put the Bach back into power, and everyone went a hell of a lot crazier. So I granted Universal suffrage, and played whackamole.

It's been seven long years, and they KEEP coming, they WONT stop. The liberals are getting *more* militant, and all the fighting is making my mostly Conservative population Reactionary- and also angry. Austria and Hungary are fine for the most part, its just slovackia, Bohemia and Romania. But god damn are they pissed. i'm actually running out of manpower, I simply dont have it in me to continue the war. I tried letting them take the country, but because the revolts are centered in the east and Prussia screws with Bohemian rebels, they never make it to Vienna and overthrow my country before Hungary or someone separates.

What the hell should I do?!?! Revolt risk ranges from 3% to 18%(!!) in the effected provinces. Consciousness is at like 9, which I can only assume is really fuckin bad. @_@

Having an economy depending on tarrifs (which, I guess, is why the feds were draining your money) is always a bad thing, as liberal parties cut them off. If you were (and I'll assume you were), you were doomed from the start.

Now, as austria, you are more or less destined to face revolts and high militancy because of the cultural diversity and consciousness-increasing events. Slovaks and romanians are not even national cultures, so they tend to be easily angered. The only way to decrease all this is to kill all rebels (this usually decreases revolt risks slightly), lower taxes make sure everyone has its everyday goods at 100% and play carefully with the election-related events.
A game with an unusually high number of revolt is frustrating and you would not be the first one to give up for this reason.
 
Your only chance, as you have come to realize, is for rebels to take Vienna. So if they can't reach the capital before disappearing or getting attacked by one of your allies who is trying to 'help', you're pretty much done.

Lowering taxes enough to lower militancy will force you into bankruptcy, which will ruin your game and lead to higher militancy if I'm not mistaken, so it's pointless.

A creative way to maybe solve the problem is to grant autonomy to all the nations within your empire. Hungary, Slovakia, Croatia, etc. Let the authorities in the new nations deal with the militancy while you spend a few years getting Austria proper stabilized. Get a good party in power and do whatever you need to do to prop it up. Once you're stable, you can re-conquer your empire with the added bonus that militancy in those places may have gone down.
If you do that, maybe you should keep the Czech lands. Praha is a valuable prize which the Austrians have always refused to give up unless they have no choice, when I've fought them. And maybe you should try to keep Hungary as well. Unless the revolts are really too much, then just release them all.
 
If you go this way, I'd suggest not releasing Hungary, as you said it's not to troubled, since it may get very powerful from the start. I have noticed several times that if they manage to seccede (during the liberal revolution for example), it tends to punish Austria and stay independant.
 
I'm only dependent on Tarrifs because its early game and Austria has a weak industry, and the civil war tears me down to the point that I can never take off really. If someone knows a way to play Austria without requiring a fall back on tarrifs then i'd be glad to hear it.

As for Vienna, I dont know how im gonna do it. German Austria is perfectly stable, italy and Croatia are at like 0.1 RR. I guess ill man all the borders in the north while holding back the far east rebels and just pray some of the bohemian rebels that im guarding against, travel on down to Vienna. Outside of that im pretty much fucked xD
 
Playing Austria, its best to just place a division in each of the non core regions you have.

Even al low strength entrenched divisions beat most revolts rather easily.

As I recall Austria has a large enugh at Start Army to do this, just keep the cavalry seperate to hit any revolt where there is no garrison.

Things will calm down when the liberal revolution ends, but you made it worse switching parties.
