Duplicate Debug message prevents starting Grand Tournament

Debug message prevents starting Grand Tournament

Description​

When I try to start a Grand Tournament, I am instead given an error message "DEBUG_I_HAVE_MORE_GOLD_TRIGGER" . I have not turned on a debug mode intentionally or anything so this seems very weird. I have the gold to afford starting the tournament with the current settings.

Steps to reproduce​

1. Try to start a Grand Tournament in Selymbria
2. Notice that the Start Grand Tournament button as well as option to increase spending for the event are grayed out and have a Debug text

Hi! I tried this yesterday and was able to host a Grand Tournament in that county in a new 1.9.1 save. So it seems this issue has resolved itself with one of those fixes.
