Can not declare holy war for norway, even though I have an Asatrue empire of completely reformed norse religion, and is acting as its head.

Steps to reproduce​

1. Make france into a bastion of reformed norse.
2. Try to declare war with norway (old asatro)
3. no step 3. step 2 can not be done.
