sorry, I realise that I posted my initial post in the wrong forum.

I'd like to decrease manpower for all countries in the goal to make battles more decisive. Is it possible?"

BTW maybe perheaps it would be possible to make an event for every country that would decrease manpower by 80%? but can I do that?

1. Only by lowering the manpower of all provinces.

2. You can't decrease by percentages, but you can decrease by a specific amount:

command = { type = manpower value = -100 }
