Is there any way to edit or alter the values of default leaders of minor countries? Frex Saxony is 1.0.1.0 I want to change that to 1.1.2.0 for a Grosses Sächsisches reich scenario with lots of added leaders ect.ect. How do I do that?

You can´t change the stats of the default leaders as they are hardcoded for any given tag.
