Settings:
Scenario:
HOI 1.05b, 1936-48, normal, normal
AAR:
An After Action Report thread will be opened and each player will hopefully write something about their country’s progress, plans and view of the game there.
Player countries:
Each faction is played as a team. If the axis are defeated the two allied factions wins a joint victory. A state is NOT allowed to change sides during the campaign,
Axis: Germany, Italy, Japan
Allies: UK, USA
Communist: USSR
*Optional players
Also there could be circulating minor players playing fx CW states, Poland, France until continental France is totally conquered first time. If enough players are interested there will be a discussion of allowing a Chinese player.
Speed and pausing:
The game will be played at the lowest speed that any player wishes for. Pausing is ALWAYS allowed. If you don’t agree with this please do not apply for this campaign. At 1st of january each year there is a short break to allow all players to stretch their legs, upgrade their industry or enlighten their girlfriends that they really don't play that stupid game all the time.
Hosting and game speed:
1) The host decides the game speed, within the following limits:
2) Peace time (=before Germany is at war with Allies): speed is set at 'below normal' to 'above normal', if a player demands a lower speed, the speed is set at 'below normal' for at least 5 minutes, then the host may increase again
3) War time: speed is set at 'slow' or 'below normal', if a player demands a lower speed, the speed is set at 'slow' or 'slower' for at least 5 minutes, then the host may increase again
4) It is preferred to have a somewhat lower speed than to make repeated pauses in the game
Player requirements:
Dedicated, mature, polite, skilled, punctual European players with better than modem connection. If a player doesn’t fulfil ALL of these requirements he will be substituted immediately.
Sessions and duration:
The goal is to play 1-2 evenings a week, 4-6 hours from around 18.00 CET with about 6 months of game time per session. The game will go on until on side capitulates or for the duration of the campaign when VP will decide who is the victor. If this is possible the game should be completed in 5-10 weeks IRL. If a player is absent for one session he is supposed to arrange a stand-in in good time before the session.
Rules:
1) No nukes.
2) Japanese and UK elections are to be edited if not triggered before the end of 1937.
3) No tech share to human nations. The exception is CW-players who may tech share silver techs between them. Silver techs can be given to AI countries in your alliance. CW AI nations may be given gold techs by the UK only.
4) No invasions from neutral countries (not allowed to launch air attacks from neutrals either, but it is OK to refuel ships/air units here though).
5) No supplies or resources can be sent to any country unless BOTH of you are at war with the same state. Exceptions to this rule: USA may send resources/supplies to USSR and UK after they are at war with Germany. CW states may send freely at any time to each other.
6) You are only allowed to DOW a country if you are going to invade them (so no Italian DOW on Denmark on Germans behalf, and DOW on small Central American countries that you do not plan to invade just to get the -CG demands). You may remain at war indefinately since there is a trade off losing reade on the world market.
7) Historical choices: Historical Molotov-Ribbentrop pact, USSR can't join Allies or Axis, Japan must change government to Paternal Autocrat, USA is NOT allowed to go Stalinist, avoiding Nanking massacre. Japan must become Paternal Autocrat, USSR may not join Allies or Axis etc.
8) Stacking limitations: none (feel free to stack your navy and airforce any way you want).
9) Any general exploits are not allowed, includes: sending your entire navy as expeditionary force to Venezuela just to save supplies, upgrading infrastructure in territory you are about to loose (so enemy gets less IC and cant make AA/forts), and other similar things.
10) Maximum size of exp forces to AI states:
It’s a bit unrealistic to send dozens of divisions to a neutral state without actually going to war for its cause. Max is 3 divisions per sending/receiving state.

Restricted exp forces:
A standard move is to send the entire USSR red navy on loan to the UK. The UK can later repair those ships and deploy them as their own then upgrade them with their own tech. No game breaker but it feels unrealistic. I suggest we forbid any lending of forces between the allies and USSR.
Neutral Italy
Italy attacking USSR without joining the axis might be considered a somewhat dubious strategy. A solution to it would be for the UK to lend massive forces to the USSR in the med that attacks Italian possessions under Russian command. Preventing Italy from crusading against the Bolsheviks without joining the axis combined with the above mentioned restricted exp forces rule would be a fine gentlemen’s agreement in my opinion.
Chinese starvation
Some people find it gamey for Japan to cut off the Chinese capital and starve the remaining army to 0 org and blitz china in short time taking the capital last avoiding the nanking massacre event. Avoiding the massacre is an exploit and not allowed but what about isolating the capital?
