Yeah... I want to know this too. Is there a hidden button that I can't find? Surely they're not permanent.
Building Menu, under infrastructure, the last option is "Scrap". This will destroy pipelines and cables. It looks like a bolt and screw.
As for dome I don't know try delete key/scrap option in building info on all buildings and then on the dome. Or try the build scrap option.
I finally got up to sol 11 and decided to deep scan my starting territory.....and found out I built EVERYTHING on top of 2 1k underground metal mines.....so I had to restart.

Awesome! Thank you for that! Kinda kludgy of a place since some buildings you can scrap from their own menu...
