I seem to recall, at least from HOI2, that it was possible to delete certain elements - the recorded history (ie the events that had occured) - in order to reduce the size of the save game .eug, and speed up the game. Is this (still) true, or am I way off? And if I am remembering correctly, what exactly is it safe to delete in the save game .eug?

I have edited the save games relating to my current campaign several times, taking the date I am playing back in time by a year: so if the save game is for the 10th of June 1920, I have changed the date to become the 10th of June 1919. Would this cause a slow down, especially if done repeatedly?

No, but you run highly into the chance of messing up events and stuff. Why don't you just edit the end date?
