As Sibir, I have wrested the cot of Novgorod from Russia (hehehe...).
- First thing I´ve noticed, I could not deny them trade at once, supposedly as a consequence of the peace treaty. Why´s that? I should be able to deny them trade at once!
- Second thing: When I finally could deny them trade after five years, their five traders nevertheless stayed there (greyed out) and subtracted 5/20 income from my monopoly! I think this should be changed. As they are denied to trade, their mere 'hanging around' should not diminish my income from the cot...

1) Thats because peace treaties automatically makes all trade allowed.

2) No. Thats because they turn to smuggling.

You need to send more Traders there. They will kick out Russians which can't send more. After few years you will have total control. But I do belive that if you use monopol option the area the COT is suppling will shrink and so the profits.
