Detente Decision Not working (unknown independent ruler)

Description​

I have completely annexed the Hispania empire other than the kingdom of gallacia. I am currently holding two other kingdom titles which I can give off to my vassals so that I can complete the achievement.

I am playing as mozarabic faith and initially the pope of my faith was recognized as independent ruler so I granted him a land outside the peninsula (one of the islands in canaria, southwest to the African continent)

Even so, there seems to be one unrecognized independent ruler within the game system that disallows me from making the decision. I have tried saving and loading the game, trying to fix the issue by making alliances to my concurrent vassals or making alliances with the pope, none of which have solved my problem.
