I think skill of a tech team is a matter of investment and funding rather than mere personal features.So it can be developed by government's policies.But unfortunately it's impossible in HOI.Even if you have a perfect economy and policy you're stuck with the current skill levels and that's unfair.Like industry and infrastructure,tech teams should be developable.Also adding new specialties to an existed team should be available.

Besides,creating new tech teams during the game also should be possible.Naming,choosing specialties and building,and then developing...It might sound weird but it isn't.In the game player is the ruler of the country.So tech teams don't have to consist of only historical ones.The player must have the authority of building new ones..

-Random events that affect tech teams. For example, new brilliant scientist joins the corporation/think tank/university/etc, which raises one attribute 1 point (or adds a random one). OR, a complete incompetent is appointed as the project manager of the tech team, and all research suffers a penalty. This would probably be very common in capitalist/free market states, as the various tech teams (corporations) would be in competition with each other, and trying to hire the best scientists from each others labs, and less so in fascist/communist states, where the governement decides where one should work.

-Tech teams should gain experience/expertise over time, especially if they are researching similar fields for an extended period. For example, if the tech team has been researching artillery (various types) continously for the past 36 months, I would suspect that they have learned something about artillery in that time period, and the next thing they research (assuming it's also artillery related), would get a research bonus.
 
Good ideas. One thing I have always wanted with tech teams is the ability to change teams on a project and to have multiple teams help each other out. There should be a growing skill penalty so each additional team add less to the project than the last to minimize exploits.
