Description​

While playing as Ottomans, utilizing "Conscript the Dhimmi" privilege reveals a discrepancy between its tooltip and functionality. The stated effect mentions a Dhimmi Conscription which grants +20% local manpower modifier for non-Muslim faith-owned provinces. However, upon inspection, the actual province modifier displays a +30% local manpower modifier in heathen provinces.

I hope developers fix this by simply changing the tooltip rather than nerfing the modifier, considering the nerfs Ottoman got with 1.36.
Edit: I checked that this issue is not specific to Ottomans.

Steps to reproduce​

1. Play as any Muslim country that has access to the Dhimmi Estate.
2. Grant 'Conscript the Dhimmi' privilege to Dhimmi.
3. Inspect the tooltip description, which states a Local Manpower Modifier of +20% for non-Muslim faith-owned provinces.
4. Check the actual province modifiers in heathen provinces to note the displayed local manpower modifier.
