I guess this is easily modable as it is.

When I play against the AI, I don't like having weaker and slower troops. However, I wouldn't mind if I had less industry while the enemies have more.

I would like a third difficult setting so I could pick Hard/Aggressive/No handicap

The different handicap levels could be:
Ultimate: You get 30% stronger troops and they are 15% faster
Power: You get 20% stronger troops and they are 10% faster
Normal: No bonus for neither side
Reduced: AI gets 20% stronger troops and they are 10% faster
Weakling: AI gets 30% stronger troops and are 15% faster

Numbers are just examples. I haven't done any calculation on it.
But, I would personally play Hard/Aggressive/Normal
However, Very Hard/Aggressive/Ultimate could be fun too. You can pretend your troops are more expensive, but got elite training.

just need to edit ...\db\difficulty.csv at your liking.

Thank you for the answer. Perhaps it's even easier than I thought. :)

But your answer only helps me and people who read the forum.
A graphical setting would help those who doesn't read the forum or knows/dare/want to mod the game files.
