Dipl. Annex Hungary +7 BB value?

well its all in the title - I am Austria with currently 4 BB points. Political annexion of Hungary - 11 BB points. In the 'BB'-thread on this board I've read dipl. annex costs one BB?
And if not, if the penalty is the same (which would explain +7 for Hungary) then why go for dipl.annex anyway?
I ... just dont hope to create a redundant or stupid thread here, but searching through everything you find for 'annex' takes forever...

It's 1 BB per province.

And force annex costs 5 + 1 per province. So thats the reason why go for diploannex.
