Playing as Turkey, I was informed that a betrayal scandal in the court lowered my diplomacy value to 1 for 17 months.
1. The value stayed the same (average).
2. I had been getting 1 lousy diplomat a year (which is another topic entirely...). After the scandal, I mysteriously got FOUR. Hooray for court intrigue,I guess, but this seems a little illogical to me.
In regard to the 'temporarily insane monarch' event- this has happened in a few sessions I've played and the monarch's values never go back up after the allotted time! He just stays permanently insane (and crappy). I haven't tried the patch yet. MAybe it will help.
