Does anybody know what factors influence a minor nations decision to agree to, or decline, a diplomatic annexation?
I play France in the Grand Campaign and quickly proposed Lothringen to join my glorious nation. A few years latter I tried the same with Savoy, and they refused 3 or 4 times before finally seeing the errors of their way. In both cases I of course had a +200 relationship with the minor nation.
Now, Savoy had managed to snatch a province from Toscana, and were stronger than Lothringen. Are strong minor nations simply more difficult to annex? So annexing the Papal States with 5 or 6 provinces would be next to impossible?
Or is it because I recently annexed Lothringen, and there's simply a limit to the number of nations that can be annexed per decade or so?
