I would love to know what "Diplomatic Actions" are? I keep getting deals refused because I have run out of these, but I can't find any direct reference in the manual to what this concept/message means:

i.e. diplomatic trade with X failed because I "didn't have the Diplomatic Actions necessary to meet our obligation".

The capitalization is not mine, so I'm assuming they are some kind of diplomatic brownie points, cause the little green light of diplomacy already said go, uh, I mean the interface clearly indicated that the proposed deal would be acceptable.
 
Going off the info provided, it sounds like it may be a couple of things.

1. A one sided treaty is being offered. An example, you offer Air transit treaty but you already have permission to fly over but in the trade box it has it listed for both sides.

2. Your offering commodities that you dont have. IE....You try to trade 1000t of MG but by the time they tried to accept the agreement, you consumed or sold MG's and you no longer have those 1000t's of MG.

More details would be helpful.

No. 2 looks like the issue. I was offering more cash than I had - about 10 times more - so no wonder the deal appeared very acceptable. I didn't understand you could offer money you don't have - in my defense, the government of a European nation recently made the same foolish mistake, so I can eat souvlaki in good company :)

It would probably make more sense if the message read "You do not have the resources or diplomatic actions necessary to meet the obligation"
