diplomatic troubles

I'm pretty sure this is a technical problem, perhaps it belongs in the bug reporting forum, I'm not sure.

I upgraded one of my minsters so that Influencing other countries would only cost 1DI. However, when I try influencing countries now, it still costs 2, and it has no effect. As Germany I have tried influencing Romania about 10-15 times (when I have over 70DI) to no effect. The year is 1940.

I am using the Stony Road mod, so I'm not sure if this might be a problem with the mod. Just thought I should bring it to someone's attention, and I hope somebody can help me.

Perhaps I can modify something in the save game file?

If you are using a mod then you should really ask N!ghty.
Otherwise, to be sure it is a game bug, you would have to uninstall the mod, play the game clean and then see if the same effect occurs.
Paradox spend a lot of time chasing bugs but cannot really be expected to check games that have been modded.
