One of the flukes I encounter is that the number of active research teams is limited to 5 thus limiting the research extension of super powers. This might be the intention of the designers. However as a last effort to increase the reseach capacity or at least the blueprint generation speed a solution can be the enpowering the soverign state to dictate the puppets on what to research. This could be a justification for example for Germans to liberate Ukrein and close the eyes on it's about 30 Industrial capacity. :cool:

i wouldn't even hesitate to assign not only control of the research, but also control over industry. after all puppet state is not called puppet just for fun and AFAIK, it would be pretty much closer to historical ways
 
Nice point. Well the only advantage I seem to get from liberating a nation apart from some one sided economic offers, is the reduction of Partisan activity. Good point but perhaps much more could be exploited from puppets.

If your playing solo and feel like it, there is a way to control any nations research. save your game and load the target nation (such as puppet) and change their research goals as desired. Save. Reload your nations game under that save point... presto! Exploit but its time consuming if you want to shape the world against you :D .
