And not support Directx 11 -_-
Can it work the game in my computer?

Is that a desktop or notebook?
If its a desktop you might want to replace it. That card is WAY too old. Its technology from 2009. Yeah this is pretty old for technology standards, PLUS when it came out, that card was already mostly a cashgrab, not meant for serious gaming.

It would seem CSLs minimum specs have been updated. They used to be same as Cities in Motion 2. Was going to be a buy for me, but since my GFX card is only DX10.1 I'll have to find out if I can even run it, since I don't have the money to upgrade my PC. Bummer, because CSL was my #1 awaited game of 2015.

Luckily your CPU is great, a bit old but great. Just buy an AMD card like a 6670 or higher. Just pay attention to the second digit of the model number. For example your card, geforce GT 230, the 3 indicates it is very low end (meant for HD video playback and old games). Look for the ones starting at 5 and 6. An AMD R7 250X is cheap and should do just fine.
On the nvidia side.. I have a GTX 560 and the most current nvidia series is in the 9x0 number but Im 100% confident I will be able to run the game smoothly in great video quality, because even if it seems old (it is not really thou) the digit 6 in it indicates a pretty decent performance capability.

Your CPU is fine. It exceeds the minimum requirements, but it's a bit below the recommended specs. I wouldn't worry about it yet.

All though you have DirectX 11 installed, your GPU does not speak the same language as DirectX 11, if that makes any sense? It's like forcing your grandmother to thoroughly explain what LOL or ROFL means. Those terms just didn't exist when she was born (or invented if you like, to still keep this thought on about GPU tech and age).

Your graphics card speaks an "older DirectX language". The version a GPU supports is tied to its hardware.

Looks like your system itself is just waiting for you to upgrade the GPU though, and it doesn't have to be overwhelmingly expensive.

I have a hard time believing a core 2 quad even if at 2.5ghz would really struggle to run the game.
But, in your case, even if the game runs on that gt 220, it will probably a terrible experience, sorry.
If you have no perspective on upgrading your graphics card, I would borrow the game and test first.
 
How do you figure out which versions of Direct X your machine can handle?

ETA: I have Windows 8.1; does that mean I have it already?

With Windows 8.1 you have DirectX 11.

However, this does not mean you will be able to run the game. In order for DirectX11 to run properly onyour PC, you need a DirectX11 compatible video card. You'll need to find out what brand & model video card you have. From there, you can then find out if it supports DX11 or if the hardware is too old.
 
Here is your limiting factors:
bridge connector to Mobo - PCI-E version # (you can buy cards of a lower type)
Extra juice and connector types on your PSU (extra connectors are cheap - however a new PSU may not be... and not having enough power can lead to other stability issues)
Physical length of card (make sure it fits into your case)
 
These are the minimum specs mentioned on the Steam page:

Graphics: nVIDIA GeForce GTX 260, 512 MB / ATI Radeon HD 5670, 512 MB
DirectX: Version 11

The ATI Radeon HD 5670 is mentioned here as being DirectX 11 compatible. The GTX 260 mentioned in the specs however is not shown on that list nor is it on the official Nvidia DirectX 11 cards list. What gives? Is DirectX 11 necessary or not. As far as I've been able to ascertain the GTX 260 is a DirectX 10.1 card not a DX11 card. Does that mean that some DX10.1 can work with CSL, but that they just won't have access to all visual effects or all the performance improvements that DX11 brings?

Possibly. It could also mean crashes or the game not starting. All matters as to what DX11 functions they used that is not part of DX10.1 AND if they are checking these functions prior to launching the game.
