Disable mods for achievements

I am trying to go back to the vanilla game, I have no mods enabled in my playset. It still shows the error that I have mods enabled. I try to start a new game and it is still showing some of the mods as buildable and all achievements are disabled. I have attempted to unsubscribe in the mods.pdx, I have uninstalled and reinstalled the game and I have deleted and uninstalled every mode that I initially downloaded. Does anyone know how I can get this to disabled or is this a bug that they need to address?

I wouldn't say they break the sim, but they do expand on it.
However, allowing them to be used to earn achievements would allow players to cheese the requirements for those achievements.
