Disabled building slots

Description​

Disabled buildings in holdings are not selectable. This issue can manifest in a few ways:
1. Special buildings that are currently disabled but need to be upgrade to be used cannot be selected.

2. Non-special buildings that were built but are currently unusable cannot be removed, rebuilt into something different etc.

I do not recall that this was the case earlier, and may be an oversight.

Steps to reproduce​

Example for case 1: a Hellenic ruler takes over Athens/Attica. The special building "Temple of Theotokos" can be upgraded to Parthenon and be used for Hellenic rulers. The issue is that, because I am not a Christian and the slot is disabled, I cannot select or open the building tab. It is simply disabled, unclickable and grayed out.
Example for case 2: Capital Magistracy building can be built by Greek characters in their realm capitals. Once the capital is moved to another holding, the building becomes disabled and cannot be selected.
