Disabling HRE

I do some research for a mod and i want to disable the HRE emperor. How can I do it ?

For the moment i have only a country outside the HRE and it became Emperor after a few days !

Set REB (Rebels) as emperor of HRE in the scenario file.

globaldata = {
   ...
   [COLOR=Yellow][B]emperor = REB[/B][/COLOR]
   ...
   }
