The AI really likes to build forts; which is a good thing, I wouldn't want to be able to walk all over the AI because they only stick with their starting forts. However, sometimes the AI places forts in the most annoying of places and sometimes I just can't take that province in a peace deal (or don't want to).
If their was a Dismantle Fort option in the peace deal (or CB) that would be historical, sometimes countries would have an enemy's castle destroyed to feel less threatened or to ensure they had power over a certain region. The AI (or player) wouldn't be able to build a fort there until the truce is up. There would be restrictions, for example, you can only dismantle forts on your, or your ally IN THE WAR's border and you can't dismantle a fort if it is in their capital province.
To balance the CB further, you could move it into the "advanced CB's" unlocked at diplo tech 22, which is when really high level forts can be a pain in the butt to siege.

P.S. I know Vic2 has a Dismantle Fortification CB, that's where a got the idea from.

Not a good idea considering how rebellions interact with fort zoc now. This is another example of wanting to alter a mechanic because a player doesn't 'get it yet' while creating a cascade of issues with other mechanics.

What do you mean by the way rebels interact with fort zoc, how they hunt down forts? I get how forts exert a ZOC over adjacent provinces, that would be one of the reasons for dismantling a fort IN THE FIRST PLACE.
 
This would only be worthwhile if it stopped rebuilding the castle and there's too many ways that could end poorly. Plus the peace option would be unlikely to be understandable for the AI.
