Dismantle Greek Pretenders decision blocks Dismantle German Pretenders decision

Description​

Winning the dissolution war triggered by the "Dismantle Greek Pretenders" CB will block the "Dismantle German Pretenders" decision.

It happens because defeating the Byzantine in the war flags the attacker as flag_emperor_challenged_hre instead of flag_emperor_challenged_byz (00_dejure_war.txt Ln 1472).

Also it means you can use the dismantle Byz CB infinitely, lol, as long as you win every time.

Also, minor bug, "Dismantle Greek Pretenders" is in the Roman category of decisions and the "Dismantle German Pretenders" is in the Major one.

Steps to reproduce​

Dissolve Byzanitum via the unique CB. Don't be able to use the relative CB to attack the HRE.
